How in thunderation do you get the steering wheel off of a 316? I tried penetrant, heat from a heat gun almost enough to melt the plastic, and a 3 jaw puller on the outside of the wheel that I turned so tight I thought sure I'd break the plastic, and pounded on the puller shaft, but no cigar. My bearing has either slipped out of the top of the steering tube or is gone. It flops from side to side a bunch. There's no puller holes in the steering wheel.

Skip the three jaw puller! You can find help with this on the Weekend Freedom Machines website or the IH Cub Cadet website or even Brian Miller's Garden tractor Pulling website. You will need a bearing splitter under the hub of the steering wheel and a steering wheel puller, or any regular puller that lets you run bolts through the puller hub. There is no bearing in the top of the steering tube. There was once a bushing, but you can put a bearing back in with an adapter. If you go to the John Deere Corporation website you can get a look at the exploded parts diagram for that assembly and you can order the parts on line.
 
No bolt. All of the older JD and IH garden tractors used a Ross steering box. The shaft from the steering box came up through the frame and the console. There was a fine spline at the top end and fine threads. The steering wheel was mostly plastic and got rusted onto the shaft. Basic process was to take off the nut and spray the threads with PB Blaster or equivalent before applying any mechanical pressure. A three jaw puller would mark up the bottom of the hub, so you need a bearing splitter under the hub. If you just pull up on the steering wheel with enough force to remove the steering wheel from the shaft you can damage the aluminum steering box itself.
