Just a general question. Is a 155 to small of a LT to run a tiller? or is it better as just a mower?
 
The 155 Case is a full fledged garden tractor and there was an optional hydraulic PTO kit available for it so that the Case hydraulic tiller of the day could be powered. So on one hand, I am answering your question as to whether it is too small for tiller duty and the answer is no... it is not too small. It will power a tiller just fine.

But now I am going to let the other shoe drop. Finding the correct hydraulic PTO kit and the correct tiller along with all of the mounting hardware may prove to be difficult. In my opinion, you are much further ahead to find a 1971 or newer Case garden tractor that is already fitted with the rear PTO kit, a sleeve hitch, tiller and mower deck. Even if you found just the tractor and deck, finding the other items is much easier due to the vast quantities made over the years. Aside from that, parts for the tractors are easier to find and higher HP engines became available after the 10 HP 155 went out of production. There are plenty of 12 HP 222, 14 HP 224/444 and 16 HP 446 models around.
 
The reason I ask is because when the tiller is raised it spins fairly fast but when its lowered it slows to a crawl. This is in ground that has been turned up with a two bottom plow and then disced. If its running in already tilled ground it does okay. So maybe just the hydraulic motor needs looked into? It seems as if the unit on the motor is working okay. Its all original as far as I know. the tiller is also case.
 
Sounds like either a tractor pump issue or the motor on the tiller.. I have a 155 that I till with and it has absolutely no issues at all running the 41" tiller.
