troybilt horse geartrain

i have a troybilt horse that the gearbox is locked up. i don't know the history of the machine but we replaced the engine and then discovered the geartrain won't rotate. Where should we start? I don't want to mickeymouse but make it right. Where do we start?
 
I would start by draining the fluid out of it and make sure it is not full of water since that would cause a lock up due to rust. I have a Troy built that has had the gear boxes rebuilt at least 3 times since 1972 when it was new
 

The top cover (also forms the mounting for the handle) is easy to remove. Once the oil is drained you can look around for broken gear teeth...etc. Next would be to remve the top shaft that runs the length of the tiller. On this shaft is a worm gear at the front that drives the wheels (visible with the cover off) and another worm gear at the back that drives the tines. Once this shaft is out the tines and wheels should turn freely.
 
Yes saw one that had been left out for years and the water gets in through the top cover. Froze the c...p out of the bearings. Can be fixed but just a pain in the but. Be careful with that brass gear!!!!
 
Is there any chance someone put 2 belts on the different size pulleys on the engine to transmission drive? I saw one like that and it acted like the transmission was bound up.
 
I'm confused. I have an old horse I (without the tine disengage) and there are two belts that are the same size. The pulleys are the same size, too. The only one different is the reverse pulley.

Did some of them have different pulleys/belts as a way to change wheel speed? Mine has a high/low but it is a gear change in the transmission.
