The Intek is the piston down 1/4 after TDC to clear the decompression. If you adjust the valve at or before TDC you may have too much compression for the starter. I have this problem on a 17.5 that just came in. The cam could be worn or someone else may have adjusted the valves with the piston not down the 1/4". Plan to update this thread when I know for sure.
