disengagingthe blades on a Turf Trac 32"

I just bought a Turf Trac 8/32 mower. On the right side it has a lever to engage the blades & it makes the cutting height. When I bring the lever all the way to the top, the belt loosens & the blades should stop turning, but they still turn some, enough to hurt pretty bad, if the foot was caught under there. I checked the belt & it seems fairly loose around the pulley on the bottom of the motor. They said the mower hasn't been used in some time. Any suggestions & help will be appreciated...

If it makes the belt too loose it may flop and grip it.
What the belt needs to do is disengage and push
away from the pulleys. Most makers help this out by
having a shield sround the pulley or having pins on
either side. The belt can't slack much to the sides
so it pushes farther away on the back side of the
pulley.

Are you sure it is making its full travel to disengage?
If it hasn't been used in a while it may need a little
juice to disengage completely.
 
Thanks for your reply. I will check to see if it has pins.. what kind of juice are you talking about?
OK, I just checked & there is one pin (bolt) on the left side of the pulley. Looks like a long bolt, because it has a head on it at the bottom.
 
Not familiar with that name, but MTD made a lot of mowers that engage the deck when the deck hight lever is lowered.
Like the other guy said, you need the belt covers around the spindles and there are also 2 pins that go around the engine pulley. together these hold the belt close enough to the pulleys so the slack against the pins and covers and the pulleys can run free without the belt dragging.
There is also a brake pad under each footrest on most models. The brake pads alone will not stop the blades from turning.
 
Thanks, looks like there should be 2 J bolts by the motor pulley to keep the belt on. So I'll have to locate someone that sells them, or maybe I can make them.
