NEED help w/ carb.

I'm putting my case 444 back together { bought it in pcs } my choke cable is working
BACKWARES ... meaning it is suppose to choke with lever up , and off when it is down ...
this is on a 14hp Kohler ...
My QUestion : is can the pc on the end of the shaft { where the cable hooks too } be
turn to the top ...??. { look at picture , mine is down } I was hoping there would be a screw
on the end .... NO LUCK THERE .. can someone put it together wrong ??
Can the butterfly come off and turn the shaft 180 degrees .. ?? { to get mount to the top }

ANY advice be GREAT ... explain how I have to do .. I'm not a carb. guy ...

If choke cable assembly was loose & not mounted to dash when you bought tractor,remove mounting screws for handle assembly & see if you can rotate 180 deg,you may have handle/cable assembly mounted upside down which will reverse lever action.
 
I'm thinking you could take the choke plate off and rotate the shaft 180 degrees and put the choke plate back on and She'll work.
 
Will it work if you put the cable in the hole closest to the air filter? Looks like you might be trying with it in the hole closest to the engine.
 
Back in Jet-Skiing days, we'd remove the choke butterfly completely and install a primer kit similar to the one in the link I provided below.

They worked much better than the factory choke and would fire up as soon as you engaged the starter.

You have a late K-series carburetor on an early engine. Was it all apart when you bought it? The choke on that carburetor is supposed work with an L-shaped bellcrank that mounts near the bottom of the blower cover. The bellcrank pushed the lever up to close the choke and if the linkage malfunctioned, the choke would always stay open.

You have several options:
1. Find the correct carburetor. But I bet you already have a kit in that one.
2. find the correct choke shaft from a donor carburetor.
3. Try removing the screws from the choke plate and rotating the shaft and lever 180 degrees, leaving the choke plate in the same relative position it is in now.
4. Modify the lever on the end of the choke shaft or fasten on an adapter that puts the cable eyelet where it needs to be-out toward the air cleaner in relation to shaft center.
5. Move the cable sheath mount up above the carburetor so it pulls the lever upward to close the choke.
