My B&S 12hp engine #300424 surges.It is mon a Gilson tractor. The gov springs appear to be OK.

Over 90% of the time that is a symptom of a lean fuel condition, most likely stopped up somewhere in the carburetor.
 
On Briggs engines the FIRST thing to look for is the nice thin little spring that is on the throttle linkage. Make sure it is there and hooked up. Another thing is to adjust your carb correctly. Fuel air mix set for highest speed when throttle is set at idle. Now here is the kicker. What kind of gas are you using? Go to HI-Test with a splash of Startron in it and I bet a lot of your troubles stop. After you let the engine warm up good and you now have Hi-Test in the tank....set the fuel air first. Next set the run jet "Main" you will most likely need to turn it in a bit. You want the engine to stay steady with the throttle linkage NOT moving at all. Regular gas is such junk anymore! I just set up a Briggs on my trac-vac a couple of weeks ago. Hi-test and a dash of Startron and she is BEAUTY!
 
Try opening the main jet adjusting screw as this will enrich the fuel mixture. My Toro mower and Wards tractor has
that main jet adjusting screw. I'm still using regular gas. Hal
