OK, so further investigation indicates that the deck spindles are "acceptable" and there is actually minimal turning resistance. It looks more likely that the attachment drive isn't fully working. The linkage has a lot of slop. With tension removed from the deck drive belt, the drive doesn't seem to move well enough to drive the mower. Neither manual I have discusses the drive unit so I'm looking for help. Do I need to remove the exhaust and/or the oil cooler to access the drive? Is it a relatively straight forward overhaul? A source for manuals would help.

There is an ID tag riveted to the dash tower. When sitting on the tractor is at about the same height as your right knee. The top line states the model number. The 2nd line states the PIN. Carefully record that PIN and post it here. The 446 began production in the 1972 model year and finished up in the 1988 model year. Many changes were made during that time frame. It is hard to help you when I do not know exactly which "build" your tractor has.

There is more than one Service Manual for the PTO clutch that is mounted to the front of the Onan engine. All of the parts are available to rebuild that clutch and brand new clutches are still available.

Your tractor is a 1978.

Yes, you will have to remove the exhaust system and the metal shrouding. The cooler is supported by two vertical metal stands that have two bolts each that hold them to the frame. Remove those 4 bolts and the entire cooler should then be able to swing to one side. Use a bungee cord or rope to hold it out of your way. Prior to taking anything apart, you need to read and study the service manual. It may be that your clutch is actually OK but it needs to be adjusted.
