John Deere 210 elect PTO

Hi all, went to fire up the JD 210. It started right up, BUT when I flipped the electric PTO on, it kills the engine.
Machine has NO mower or blower or any other device mounted. So.. can somebody tell me what's going on here and how to fix it on the cheap?

"other" ?? like what? I got this tractor last year when my brother in law passed. It all worked fine last year.
 
Originally they had safety switches on transmission, seat, mower deck switch.
The ones on the seat, someone had to be on the seat, the one on transmission, it had to be in netural, and the mower deck had to be disengaged in order to start the mower.
There is a way to bypass the switches so it will run.
I'm not going to tell you how, as if some one got hurt following my instructions, I could be blamed.
 
The parking brake can not be on and have the PTO running. That is the safety.
 
OK tried it again - seat switch has been bypassed, I can start machine while standing next to it - trany switch NO, must be in neutral to start.
Do I have to have the mower deck ( snow blower or tiller) mounted up to engage the PTO ?
Parking brake seems to have no effect either way.
Any other issues?
