I have a GT2542 lawn tractor with a 42" mower deck. There is a part under the front edge of the deck called a "Skirt" that keeps the grass from blowing out the front. I can't keep that skirt from falling off & getting mauled by the blades. I have used double nuts on grade 5 bolts but I dropped another one yesterday.

Is there any way to keep it on besides welding?

Castelated nuts on a bolt with a hole at the end for hitch pin clip or safety wire. Check with a aircraft hardware or hot rod hardware supplier or a industrial catalog in the fastener section. Some Dirt bike shops have a selection cabinet also and local True Value had some also. IHC dealer near old home farm had cabinet in shop that had a section of them from 1/4 inch to 1 plus something. NyLoks work fairly good also for couple time tightening with still some ease for removal for cleaning, etc. RN
 
Sounds like you have a welder so another thing you could do is spot weld the nuts after you have them tight.
 
Thanks for your advice. I found some all-steel lock nuts I will try tomorrow.

I have two Husqvarnas with the air flow skirts under the decks. You need to have them or the deck doesn't mow worth a darn. I put them on with stainless bolts and plastic collar stop nuts. A metal nut with that captive nylon washer in it. Have never had anything come loose. Don't know what else to tell ya.
