John deere 265 miss/ splutter?

I have a john deere 265 with a 17hp Kawasaki motor. I started it for the season and pulled it outside. overnight it rained and when I went to mow for the first time this season it has a miss/ splutter
I thought maybe water got in the fuel while sitting outside since the gas cap has or a crack.
I added a bottle of heat and mowed for 30 min and it didn't help.
I then drained all the fuel, changed fuel filter, and spark plug. took bowl off of carb and drained any fuel. and cleaned air filter.
Still misses. I blew back through the line to make sure it was clear and added a little HEAT to the new fuel. after sitting all night it still has the miss/splutter.
I even tried running it without the air filter to make sure it wasn't the problem, it seemed to pop back through the carb a little with the breather off while mowing.

my next thought is the fuel pump? it seems to have hard starts unless I give it a shot of starting fluid and then it fires right up.

any suggestions?

The rain may have entered your ignition causing the miss. The only equipment I leave outside is my old wheelbarrow. Hal
