snapper safety swiches

I have a 2010 snapper 28 inch rear engine rider with 14.5 HP Briggs. It is having a problem with the safety switches. I have replaced all three switches and the little black modular box. The mower will not run unless I remove the black box. The wiring does not look like it has been damaged or shorted anywhere.

Any ideas?
 
Something has rubbed through or arced across whether it looks like it or not. It's time to get an ohm meter and check each switch one by one with the wiring off of it. If they all pass then you should test the wire from the engine to the first switch. Then to the second, etc. I have no idea what black box you speak of - my Snapper RER is a 1986 vintage. Those aren't that complicated, though. You should be able to check everything using resistance.
