Your tractor used a wheel that was keyed to the steering shaft. Those were superseded by a wheel that did not use a woodruff key. Instead, the steering shaft was cross-drilled and a spring-pin was driven in from the side of the steering wheel.

You can ask Bob if he has access to the keyed wheel. If not, then he can sell you the one with the cross-pin and drill your shaft.
