Removal of Gravely L electric start clutch

I've been working at trying to remove the electric start clutch from an old Gravely L. I found several ideas on the internet (using a punch and hammer to try to rotate the flats backwards, smacking a wrench with a hammer, etc) but so far haven't gotten a single budge. The Gravely installation instructions refer to a bolt that is used to tighten the assembly but mine doesn't have this - just an empty hole in the end of the shaft. I'm guessing this is why it bound up so tight. Would applying some heat into the open hole get to anywhere where it might help? I have a rope start pulley to install so don't really care if the clutch is damaged during the process but obviously I don't want to hurt the crank. Are there hints that anyone could share?
