Toro CCR 2000 Snow Blower won't stay running

I am helping a friend with their Toro Snowblower. They used it last year and said that it ran good. This year they could not get it started period. A new spark plug was put in and it has spark, I set the gap to .030". I pulled the carb off and soaked it in the some chem-dip carb cleaner for two days. I have gas to the carb and when I take the bowl off, the gas runs out and the float is working I think cause when I lift the float up the gas flow stops. It starts hard now, but will not stay running. I could use some help. Thanks, Jack
 
Add some Hi-test with some Startron in it. The stuff has enzimes and will remove the gunk from the ethanol. Always us Hi-test in small engines cause the low power gas is junk. End of season drain the gas and then run the engine till the carb is dry. I do this and things work fine.
 
I finally got the blockage out to where the blower will start and run, but I am not able to adjust the carb. All the way in and all the way out with no change in the way it runs. Any ideas? Thanks, Jack
