Compression showed 119, 118. That was with engine warm. Seemed pretty good for rings being worn that bad. Burning quite a bit of oil
 
Would you be willing to pull the heads? Possible the head gasket(s) are leaking internally, blowing into the push rod side, sucking in oil, pressurizing the crankcase. Also get a chance to see the cylinder walls, look for galling, scratches.
 
Compression isn't all that bad. What I used to do to to check rings is to get a pump oil can and squirt some 30w oil into the cylinders through the spark plug holes, run the starter a couple of seconds to disperse it and recheck compression. If a big (like 30#) difference then I'd go after the rings.

I think I will pull it apart this winter, I am using it now on mower with bagger for leaves. Do these tend to wear out rings but cylinders stay ok? Really have nothing to loose by tearing it down.
 
I had a one cylinder 17 hp Briggs acted same way. Blown head gasket due to dimple defect on top of block. Machinest filled and filed it for me. Ran it for several years and sold it running with property in Indiana.
