Snapper rear engine deck too low

I have a snapper 33" hi-vac, and the deck is just too low. It is the kind with 2 cables on the back for adjustment. I have taken all the adjustment out of the cables and it is still much too low.

What am I missing?

Has anyone used a chain rigged up to lift it higher?
 
How old is it? My 30 inch has chains to hold up the rear of the deck, but it is an '86. All of the old ones were that way. Are you sure that the height lever is all of the way back? Remove the black belt cover and examine the lifting arm to make sure it is going all the way to the top of the cam. It has a scissors type lift mechanism, so make sure all is functional there.

I'd have to look for sure, but I want to say that there are only 4 links of chain on the rear arms of the frame to hold the deck up. Check out some pictures on eBay or Craig's list. That will give you a pretty good idea. Mine was built in an era when yards were cut much shorter so there aren't a lot of "clicks" that I use. Mine is either on the top or second from the top notch.
