OK guys - here"s a pic of the starter drive up close.
I called it a bendex but maybe that"s not correct.
Is it a Bendex?
I tried adjusting the outer collar inward and it seemed to help it engage. Is that a regular adjustment procedure for these?

Your starter drive isn't working well because it's dirty.

The threaded area needs to be clean and shiny with NO goo or oil. (Maybe just a thin spray of Slip PLATE.)

The outer bolt is incorrect, it should be the same in appearance as the other bolt, but will have a machined "pin" area at it's tip that engages with a hole in that starter shaft. Which brings up the point that it would typically not be adjustable.

In 1910 Vincent Bendix invented the starter drive.
The name Bendix is generic, just as the word bushog is for a rotary cutter. etc.

Yup the outer bolt is just a bolt. But its holding tight.
The gear does move freely on the threads.
But the large spring seems to be doing nothing.
Is it supposed to be pushing the gear toward the flywheel?
There is a much lighter wt spring on the shaft ahead of the gear also and its intact.
I'm stumped how this is supposed to work.
 
It's an "inertial-type starter drive".

The starter motor, wiring, and battery must be in good condition so the motor revs quickly up to speed to make the drive work properly.

"The internally threaded pinion screws on to an externally threaded sleeve that is splined on to the armature shaft. When the starter is first energized, the shaft and sleeve suddenly rotate, but the pinion due to its inertia, doesn’t get time to revolve. Therefore, the armature shafts threaded sleeve screws the pinion in towards the armature until it engages with the flywheel ring gear. A strong compression spring is attached at the end of the armature shaft, which cushions the shock loading during initial meshing of the pinion with the ring gear."
