Briggs Stratton not idling down

I have a 13.5 HP Briggs & Stratton Model Series
210000 AVS Engine on a 2004 Murray Riding Mower
that sometimes will not idle down when you move
the throttle lever to where it should be idling.
It continues to rum at full speed, no matter where
you put the throttle lever. It works right
sometime and sometime it doesn"t. Any idea what
is causing it?

First, take a look at the governor linkage. Be sure it isn't bound up with grease and grass. It should move freely from idle to full throttle with no binding.

With the engine set to idle speed, see if you can gently push the governor arm and slow the engine. If it will, check the condition of the throttle spring and the related linkage. The spring may be twisted or incorrectly attached, the linkage may be bent or improperly adjusted, the governor arm may be loose from the shaft, or the throttle cable may be slipping where the outer housing attaches to the engine.

If the throttle can't be easily pushed to idle, or won't go at all, check for vacuum leak, loose carb, loose throttle plate screws, bent/jammed governor linkage, loose governor arm to shaft clamp.
 
I would check the throttle shaft in the carb also, if the engine has a lot of hrs it will suck air through the shaft and bushings causing a high idle condition. Just see if you can wiggle the shaft in the carb.
 
Simplest/most likely scenario is that the flexible throttle cable is damaged/has slipped out of it's mount(s) so the movement of the hand throttle lever is not being reliably transmitted to the throttle lever on the engine.

Take a close look and see what is actually going on as you cycle the throttle lever.
