Briggs and Stratton 675

I have a lawn mower that has the Briggs 675 '' Ready start'' 190cc motor it's fine when it runs but does it take some effort to start !
New plug , air filter , clean fuel and clean carburettor . Good spark ,compression and fuel flow .
It seems to be over choking , plug is always wet when I pull it out .Only way I can start it is to take off the air filter , prop open the choke plate with a screw driver and give it a squirt of ether .
Starts at the second pull then and after replacing the filter runs very well with lots of throttle control and power .
I can start it again easily when hot , but let it cool down and it's the same rigmarole to get it going again .
Any ideas on this one ?

It would help if you would post the actual model number. I am thinking on the 190cc engines it was on the flap of the cover over the muffler.
If it is the engine I am thinking it is:
Here are my thoughts:

-check the valve lash. I am thinking .003 intake and exhaust. If a valve is leaking it can do some strange stuff.

-check for a partially sheared flywheel key.

-I am thinking all those engines had autumatic choke. check the choke linkage for no binding, no rods off, etc. (Seems like one of the rods could be attached two different ways to one of the plastic levers on the carburetor.)

-If all seems good, order a new carburetor. I am thinking one is only about $35 U.S.

-Also, Toro has a buletin that says on the versions installed on Toro mowers, to add an inline fuel filter to the fuel line. (Can't hurt)

p.s. If you plan to keep the mower, switch from Either to spray Carburetor cleaner. It is much more friendly starting fluid for gasoline/(petrol) engines. Either tends to wash the oil off the cylinder and it explodes when ignited and can damage pistons and rings.

Thanks TRK , problem sorted . The 675 has an automatic choke controlled by a air driven flap and a bimetallic heat activated spring . Turns out that the spring's arm had flipped over to the wrong side of the air driven flap . Long story short , cover off two minutes to adjust and all is well .
