I am new to this forum but use IH and JD forums a lot. Just purchased an older Cub Cadet with mower and snow plow. On the left side of the tractor part, above the mower deck, it says model # 146-653-100 I can't seem to find that on Cadet site and looking for Operator's manuel. Also guy I bought it from said he was running it and ran fine, shut it off and wouldn't restart. Seems to have fire at plugs, fuel looks and smells kinda old. Very little pressure on fuel above fuel pump, and minimal flow, but plenty below it. How much pressure should fuel pump have? thanks for any help on motor and also finding operator's manuel.
 
If its using the round pump near the valve cover or the older square aluminum pump, It can only develop about 4 psi. Is it leaking or looks like it has leaked at the vent? Does the pulse hose seem to be in good condition and not loose where it goes in the block or in the valve cover?

The way I usually test them is to drop the outlet hose in a jar and crank the engine over.

Most likely you have problems in the carburetor.
 
I pulled the hose loose from fuel pump to carb. There seemed to be some fuel coming from pump when I cranked engine but not nearly the flow from tank and I could stop it with a finger over the end of hose. It is a square pump located right behind right hand valve cover. I don't see any leakage around it. I will check the pulse hose to head, near valve cover. How much difference is there in fuel pumps between these engines? I have one for a 22 hp V twin .
 
Take the air cleaner out so you can see in the throat of the carb, crank over the engine and see if there is gas squirting into the carb. If there is and still won't start, there is a passage in carb stopped up.
You might get by with taking top of carb off, you don't have to take the whole carb off.There is a screw on the side, take it out and you can get to the jet that is below it. sometimes there is water in the gas and you can detect it when the top of carb has been removed.
 
The way you describe the flow sounds about right. You can try the other pump, it should work about the same-pulse a little fuel every time the pistons goe up or down in their cylinders.

I don't think Briggs offers repair kits for the square pump any more. The round pump is the replacement.

Your problem is probably in the carburetor.
