22 HP briggs wont turn

I have a 22 HP Briggs Intek OHV motor on a craftsman rider.
When you turn the key it makes a half a revolution then kicks back and a coughing/squeaking noise comes out of the intake.
I thought starter was bad because when you put a boost on it it will start, but you might have to turn the key 10 times to get it to make a revolution. I thought the starter was dragging and replaced it with a new one.
Still does the same thing with the new starter and a new battery.
If I take the plug out of the right side there is no change. If I take the plug out of the left side she spins over nicely.
So what are your thoughts ? The kicker is when I do get it to turn over she will fire right up and run !!! I mowed with it for a 1/2 hour after I got it to turn over.
Shut it down, still the same, wont make a complete revolution to start, and kicks back. Tried it hot and cold there is no difference.
A valve problem on the left side? but she runs good when she runs, no smoke no noise.
I'm at a loss.

As cole said valves probably need checking or adjust on both cyl,each cyl is done seperately,with both plugs out bring cyl #1 piston to TDC of compression & check/set valve clearance,rotate flywheel till piston of #2 cyl at TDC & check/set clearance,set clearance to .005" on intake/exh valve of each cyl.
 
No you may have bigger trouble. When the engine messes around like that the next thing is compression release/ That is a REALY big job!!! Take the engine apart and you replace the little valve and the cam gear. The twins are a $700.5o engine so don't mess it up. Better if you take it to a shop or you must be REALLY brave. Neighbor did one last year and it just purrs now.
