first of all thanks to Joe C, Trk and Jt for the advice concerning this engine. I could not find another ground on the wiring harness under the fuel tank. Are you guys sure this engine has a ACR because I could not find it in the engine breakdown in the parts list in the owners manual and I could not see the exhaust valve move or feel it at tdc on the compression stroke. It sure feels like its out of time. Anyway with the plug out and turning it over by hand it doesn't feel very smooth but does seem to run good when I get it started. I'm out of ideas except for the timing and not sure if its adjustable. Thanks ..Fred

Not sure if this engine has a compression release or not, it would show as a centrifugal weight on the camshaft gear.

If you suspect it is an ignition timing problem, just pull the plug wires and crank it through. If it still won't turn through, the problem is not timing.

If it does crank better with the wires pulled, remove the flywheel nut and washer, see if the flywheel key is partially sheared.

If timing is not the problem, go back to the starter, battery, and electric connections.

I haven't followed the entire story, not sure what you've tried...

Starter? Opened it up, checked the bushings? Replaced?

Battery? Tried a different or new battery?

Solenoid? Checked for voltage drop across the terminals when cranking? Does it get hot when cranking?

Cables? Could there be a bad crimp connection? Bad ground? Some models come with the smallest cables they can get by with. Larger cables won't hurt, especially if they get hot. Check for voltage drop with a volt meter, feel for hot spots around connections.
