awhile back i posted about my daughters craftsman rider that the starter cannot roll it over after it comes up on tdc. if i roll it over tdc the starter will spin it. I adjusted the valves to spec (maybe a little on the tight side) and was careful to take it past tdc a half of stroke to get past the compression relief mechanism and it still will not get over the hump unless i help it. I also put a shutoff valve in the fuel line in case it was hydraulicing the cylinder and run it out of fuel. still no change. It runs great once i get it started. Is there any way the timing could be off or the decompression mechanism is worn? Help....Fred
 
If you adjusted the valves problem is not solved, you have a compression relase on the cam that is bad, take plug out, remove valve cover and turn over slowly, you should see the valve "bump" just a little before it get to TDC on compression stroke.
 
There are several other factors that may be in play:

1. you said it was leaking gas into the engine. If it was run that way long it may have worn the camshaft to the point the compression release doesn"t work anymore. I have seen two single cylinder Briggs engines do this. It can also happen if nobody ever changes the oil in the engine.

2. The starter is just barely able to do it"s job. It takes a good battery (300 cranking amp minimum)good battery cables, and good ground connections for the engine, starter, and ground cable to be able to reliably start.

3. For some reason some of those mowers have another ground connection to the wiring harness under the fuel tank that can cause starting problems.

I have run an extra wire from that point to where the black battery cable connects to the frame to be sure the wiring harness had a good ground.
 
Rotate eng till piston 1/4" into it's downward travel AFTER TDC as per briggs manual & check valve clearance again,you may have gone too far into stroke & valve tappet may be starting to ride on acr cam or cam lobes,if that doesn't cure problem I would suspect cyl being flooded by residual gas in carb/fuel line after closeing shutoff valve due to a leaking float needle/sticking float or bad battery cable connections or a weak/bad battery,check battery with a hydrometer or remove & have load checked,if all of the above check out ok then you may have a bad acr.
