wheel horse cutting problems

I have a toro wheel horse 312-8 with a 38in side discharge mower, the main pulley on the side of the engine does not seem to be spinning fast enough to cut the grass properly....any ideas what could cause this??
 
It's got a clutch disc. behind that pulley. Does the pto lever snap forward with some effort? Try adjusting the rod from the engagement lever to the clutch a couple turns to make it push harder. You can do that in a couple minutes if no better the disc is junk or maybe has grease on it from inside the pulley hub. The disc isn't hard to change either.

As gab said check lining for grease/glazing on same as the bearing seal can/does leak with age,also check owners manual for air gap adjustment as lining wears & requires checking/resetting from time to time especially if tractor used with a snowblower during winter.

I don't know how clutch lining is held to mounting plate on your tractor,on older mod tractors lining was held to plate with brass rivets,newer tractors use a bonded lining/plate assembly(about $60)on the older style riveted linings a common problem would be lining would wear down & clutch bell would ride the rivets scoreing face on bell & same would have to be replaced or cut for clutch to operate properly after lining replaced.

Another common problem is bearing worn in clutch bell causeing same to "walk" around lining causeing uneven wear/glazing of lining,if bearing worn clutch bell won't stay squarely engaged with lining no matter how much you adjust tension/air gap.

Another thing you SHOULD check is bearings on mule drive & bearings on blade hubs & idler pulley on deck,worn/tight bearing(s) will cause excessive lining wear or glazing caused by slippage/heat due to overloading clutch.
