Are you wanting the steering gear assembly or do you want the column sheet metal around the steering shaft? I ask because the bushings wear out in the steering gear pretty often and then the gears get out of mesh and you can"t steer the tractor.

I looked at the model 161H on Partstree. It did not list a plain 161. And from the illustration of the 161H hood, the 161H is very similar to some of the Roper and Lowes mowers of about the same time period. If memory serves, most of the big old hood shaped like that is plastic.

i looked again and you are correct it is the bushing
s. i did not see them on ereplacement.com. any idea where i can get 2(?) bushings ?

The support for the upper shaft is 532160395
the nyliner bushing for the sector gear shaft is 532109816. These may be superceded to a later part number.

That said. When the nyliner on the sector shaft wears through, it starts cutting the hole in the support larger and a new nyliner won't last. The U-shaped support must be replaced or repaired.
A good parts guy doing the proper research may be able to find this steering gear as an assembly for about &50-$60 that will save you a lot of work, putting the old one back together.
