flywheel shroud on 112 round fender

I'm trying to attach the flywheel shroud on a 67 112 John Deere. The bolts screw into a seat that's on the motor casing. These seats/anchors(?) are worn and keep turning as I try to screw the bolts. Are these replaceable? Any hints on how to keep them from turning when trying to attach the shroud? Thanks
 
I looked at my spare HH100 Tecumseh block for a 112. The holes are threaded into the block.1/4" bolts, No inserts. Perhaps someone has stripped the original holes and installed an insert of some type. Depending on the type of insert, a tack weld may work..
 
I might be giving the wrong information. I called it a flywheel shroud but it might not be the flywheel side. This is the cover that fits on the "brake" side of the tractor, covers the screen, etc. that I believe is used for cooling. Sorry if I used the wrong terms, it's all pretty new to me. Thanks! p.s. a spot weld would probably work!
