7hp Kohler turns 1 1/2 and stops

Just got a Bowlens 1962 Ride-o-Matic Delux with a 7hp Kohler.
The engine (K161 spec.no. 28611E) will rotate a full one and a half turns and comes up hard in both directions. Wondered if this is indicative of some common problem or do I need to take it apart to see exactly what is happening inside.
-Engine has sat for 33 years
-Can hear the piston drawing air into the carb

If you can rotate eng 1 1/2 turns it's probably the exh valve that's frozen in the guide due to carbon/rust.

Remove spark plug from eng then remove crankcase breather valve,slowly rotate flywheel CW when faceing flywheel by hand & watch tappets & valve stems while doing this,if eng stops turning when tappet contacts rotator or valve stem on exh valve then exh valve stuck in guide,to free up/remove valve you'll have to remove head & remove valve spring keeper then try to lift valve slighty & dribble some pb blaster or wd40 down stem & let set overnite,than try to work valve free of guide by slowly moving valve up/down & probably applying abundant amounts of pb blaster or wd40 while doing this,after valve removed clean stem & reinstall,check that valve works freely in guide then reinstall valve spring keeper on valve stem.
 
Just don"t force it! Take your time. Here is an idea. Tune in guys. Can"t he just pull the plug and pour the cylinder full of ATF? It will soak through everything and when it breaks loose you drain the carnkcase and refill.
 
If the exh valve is stuck closed,doing it's job & has a tight seal you'll never get atf to stem/guide,you'll get quicker results by removing head & valve spring keeper or removing muffler & flooding exh port in block with pb blaster,wd 40 or atf,you still might have to remove valve & clean stem for valve to operate freely.
 
I found a Kohler generator sitting out the street
for pickup by the trash truck. It would spin over
too easily and I pulled the head. I found the exhaust valve stuck open. I squirted engine oil around the stem and tapped the valve lightly with a hammer handle. I cranked over the engine several times and squirted more oil on the valve stem. After reinstalling the head, the engine started. Hal
 
How about tip the engine on it's side and pour some into the exhaust pipe till it is full. Then it will have the stem and gide there to soak. I am just trying to figger how to not pull all kinds of stuff apart.
 
You could probably do that But it may be more work removing eng from equip in addition to the fact you"ll have to use a large amount atf & depending on style/design of muffler atf might not get thru muffler or take a long time to do so.

Even if the valve breaks free & the eng fires/runs there is no guarantee that the valve won't stick after eng gets hot,if it does you"ll still end up pulling head to remove valve/clean stem in addition to lost time & it may be 5 min before you see eng thru smoke if eng runs.

Do your thing,whatever turns you on.
