I have a White tractor with a Briggs 12.5 IC. When I check oil before mowing I have oil all the way up the dip stick. But it's not overfilled. If I leave the dip stick cap open when I park it, it doesn't do that. Could the breather be plugged keeping pressure in the crankcase and not letting the oil drain from the tube?
 
Don't remove the dipstick while the engine is running.

To check oil level:
Park on level surface.
Remove dipstick.
Wipe it off with a clean wrag.
Reinsert dipstick all the way.
Remove the dipstick and check the oil level.

When the engine runs, it splashes oil to the top of the dipstick. So, you have to clean it and check the second measurement.
 
That's normal. When the engine cools off, the air inside the tube cools and contracts. This pulls a slight vacuum in the tube, drawing oil up inside the tube.

Just loosen the cap for a minute or so to let the oil run back down out of the tube, then check the level.
