Ok, thing runs fine when sitting in the garage full thortle and full choke. If I turn the choke down at about half way it will die. Start it back up thing same. Then I go to take off, once I step on the gas it will dote same thing. Is this carb related?
 
Yes it is carb related.

The engine is starving for fuel. Putting the choke on reduces the amount of air coming into the cylinders so that the air/fuel ratio is reasonably correct for ignition.

There could be a number of reasons. Weak fuel pump, air getting sucked into the fuel line. Leaking manifold gaskets, cracked manifold, dirty carb, incorrect float setting, incorrect needle setting.

You need someone who is familiar with these engines to diagnose the true problem instead of you playing a guessing game with advice dispensed on forums.
 
With that engine, you probably have one of two problems:

1. the carburetor jets are plugged and restricting the fuel. (The most likely senario)

2. Your fuel solenoid in the bottom of the carburetor is sticking and won't fully open. causing a restriction of fuel available to the jets. (This is a much longer shot, usually if the fuel solenoid sticks they don't start at all.)

it could also be some thing else, such as a clogged filter or a restricted outlet in the fuel tank. But the ones I work on are usually one of the two problems listed above.
 
My 2005 cub cadet rider with 19 HP courage did same thing. Found that fuel line had softened at point where fuel line goes thru frame at 90 degree angle and was collapsing on suction. Nearly drove me crazy, but only needed a new fuel line. To trouble shoot I had taken a small remote fuel tank and hooked a fuel line to the fuel pump. first tried it with gravity, ran fine, then put tank below fuel pump, ran fine, then traced fuel line and found crimp.
