raised with ignition breaker points; do not know about electronic ignition.

trying to start a 10 h p engine, spark seems to fade if motor does not turn fast. is this the way of the electronic ignition? or is something else wrong?

To much rust on the flywheel will cause that as will spacing of the mag from the flywheel being to great

Also since I have had this happen the wire going to the throttle shut off if the shut off is messed up will cause odd problems like that. To check that I pull the wire from the little clip and try it

You don't say what 10 hp engine.
By and large, electronic ignition modules need to have the magnet on the flywheel spin at 300 rpm or more to produce a spark.

Your starter could do better than that if everything was good. Look for weak/bad battery, poor grounds, resistance in battery cables, clean connections at battery, possibly worn/failing starter motor.

Use a flatblade screwdriver to test the magnetism of your magnets on the flywheel. They may be weak. Hal

I use the plastic from a soda bottle as a gauge when I do them. Dr. Pepper to be exact LOL

That said any good lawn mower shop will have the plastic gauge that they would be likely to give you since most mags come with that gauge in the box

Yes. Some surface rust doesn't hurt anything, rust only becomes a problem when it gets this enough to bridge the air gap between the magnets on the flywheel and the coil.
