My 318 has blinked the charging light ever since I got it (about 1200 hrs on the clock before it quit).
However, I have put my voltmeter on it occasionally when the light is on and it has always been charging. (Except for that one time when the regulator WAS actually bad. And the light still blinks with the new regulator.)
 
Check all grounding conections and fuse [2] by the battery behind the dash, I replaced the inline glass fuse holders with female spades so that I could use the newer plug in fuses that come in autos and trucks today. you may show a charge but it may be the meter not showing a fluxuation in the charge. [digital or analog meter] Batery post and cables ends must be shiny clean. As I mentioned with my 318, it was a problem for the previous owner, and I gambled and tore the tractor all apart over one winter and cleaned mud and rust out of places I would not believe water could get into without being totaly submerged in a lake or river. Electrical current always takes the path of least resistance and will baffel the best mechanics.
