To much rust on the flywheel will cause that as will spacing of the mag from the flywheel being to great

Yes. Some surface rust doesn't hurt anything, rust only becomes a problem when it gets this enough to bridge the air gap between the magnets on the flywheel and the coil.

I use the plastic from a soda bottle as a gauge when I do them. Dr. Pepper to be exact LOL

That said any good lawn mower shop will have the plastic gauge that they would be likely to give you since most mags come with that gauge in the box

Also since I have had this happen the wire going to the throttle shut off if the shut off is messed up will cause odd problems like that. To check that I pull the wire from the little clip and try it
