Generator engine

I am looking at purchasing a used 15,000 watt generator originally sold by Northern Hydrolics. It has a Kohler Command 25 HP engine with a Gillette brushless generator. When started the engine starts at full throttle and when you turn off the engine it is at full throttle. It appears to have no throttle adjustment. The owner says when new it was full throttle starts and stops. Is this normal or is there a problem with throttle linkage or some other problem? This unit has low hours (21) and generator output is ok.

I have a diesel 19k generator and a 6500 watt generator (gas). Both start and run at full throttle at all times. When I change the oil I arc the starter for a few seconds so that it doesn't fill the filter at full throttle and starve the engine.
 
Generator engines are designed to operate at fixed RPMs. This is necessary because the electric produced needs to be at the correct frequency - 60Hz. This is a direct function of engine RPM. Therefore, when starting, the governor sees that the engine RPM is below the required RPM, and is calling for MORE. Most generator engines operate at either 1800 or 3600 RPM. Operating off frequency can cause problems with equipment or appliances that are running off the generator.
 
I know what you mean, it's probably not the best thing for the engine, but like others have said, it has to run that way for frequency control. maybe you could reach the throttle shaft and hold it to a lower speed for a few seconds at start up. I am going to test run our generator today, it's a noisy little pos Coleman, but we don't even use it once a year.
