This mower has a 14hp briggs. The engine started using oil, then started to run rough. I cleaned the carb and is didn"t improved the running. I removed the ohv plate and it was full of oil. When inspecting i noticed the top push rod is loose that connects to the valve. i removed the rod and it appears completely intact. question is where do i start with this engine?
 
A good place to start would be with a book. Books on the various Briggs engines are readily available, and give you the info that you need for disassembly, diagnosis, and testing.
Oil consumption can have several causes:
1) Piston rings worn out or bore scored.
2) intake valve seal/guide worn out.
3) breather restriction/malfunction.
4) Leaking externally.
Rough running is usually a side effect of oil consumption. Oil getting into the combustion chamber fouls the spark plug(s) and causes erratic firing or misfiring.

Some of these potential causes can be easily fixed while others can get expensive. Rings or bore problems usually mean a full disassembly and trips to the parts store and the machine shop. Intake valve seals are less complicated, and most leaking seals are relatively simple and inexpensive to repair.
 
From your questions, might i suggest that you seek local, professional help. The valve cover is usually half full of oil, on some engines, not full on others, has to have oil in it. One push rod will be loose, and another will be tight-depends on the position of the cam shaft. Too much to explain here. A person who intends to tear into an engine had better have some idea of how it works before getting in over yer head! Which, even tho the engine is smaller than yer head, it will become a very large problem, shortly! Buy a book on those type of engines-read thru it 3 times, toss the book, and have an expert fix it.
