Onan P220 Govenor/ Surgeing

I have JD 420 with the P220 engine and it wants to surge at full throttle with no load. *But Runs fine when under a full load.*

I moved governor spring in all different hole positions seems to make no difference on what I do there.
I also removed top on carburetor and check for any dirt in jets. (was clean) No dirt.

Any help on this subject sure be a welcome! As I ran out of ideas.

Not saying it's your problem but I've got two Onans, a p218 &220 and both have had surging problems. All I've ever done to fix them is spray carb. cleaner in the air horn, where the choke plate is. There's about a half dozen holes around the outside and a couple little holes' air bleeds. Then blow it out with air and go, always has worked for me.
 
Governor is NOT the problem. As gab told you, carb IS. Check intake manifold, as well.

there is a known problem with the plastic
flyball spacer ( breaking ) on many of the onan P engines.
i do offer a kit using the older steel spacer,
or the new style plastic one.( with the longer tab
that fits into the notch on the gear.
