john deere 110 throttle

I need some help, I have a john deere 110 with a govenor problem i think. The motor starts and runs good but throttle is really touchy. when the throttle gets between 1/4 and 1/2 the motor takes off racing. I tried adjusting but no luck. Any help and possible picture would be nice, Thanks.
 
Check your throttle shaft in the carb. If its worn real bad and getting too much air around it that will cause the problem that you are describing .
 
What engine Kohler Tecumseh ? Have you tried adjusting the gov? Many times its not the governor but the carb throttle shaft being worn.

its a 10 horse Kohler and tried different settings but no change, yea it seems like something is missing but cant figure out where.
