I purchased a used John Deere 275 with a 4 ft mower deck. The blades are new and have a round hold. Checked on ebay, the ones for the mower deck have round holes too. My question is should there be a fiber disk or something besides a flat washer to keep the blades from slipping on the spindle?

Bought this one new about 15 years ago. Put a floor jack under the front, here's how they're bolted on. The cup shape bearing protectors drop off along with the blade on mine.

Well your question is partly wrong. That is not a flat washer. It is a cupped washer. It is a heavy banvel washer. It acts like a spring and holds the blade tight. That is why it has the two dimples/hole in the one side. That side faces out or is toward the bolt head. They do not want a splined or hex drive. This way you have impact protection. If you hit something it can slip the blade. Usually it will slip a little and tighten the blade bolt real tight. It takes a good 18 MM six point socket to get them loose. You do not have to tighten the blade bolts much over 85 ft. lbs.
 
Thanks for the information. I never thought of it that the way the blades are fastened provides "slip clutch" protection but your explanation makes sense.
