Briggs a hard starter

'99 Briggs Vert Shaft 675 series 190cc driving a wood splitter pump has no choke. IF after many primer pushes, it chooses to start...dies in a couple of seconds unless you can get pumping on the primer bulb. After 7-8 starts, time to die gets longer, allowing time to get to the primer and continuously pump it, stays running and after a minute or two of this, stays running without priming activity. When warm, starts OK. Runs smoothly and has full power.
Fixit man says he should take the carb off and look for blockages. Why does it run when warm(ed) seemingly without flaw? Seems like a choke should have been built in. Any thing I should look for when digging into the carb?

Check the fuel strainer if it has one, also check any rubber fuel line part, including the primer bulb. Ethanol gas eats up rubber parts.
 
warm engines do not need as rich a mix as a cold engine to fire. that is why your briggs runs so well when warm.

When you check the carb. also remove the shroud and inspect the intake tube. some crack over near where they bolt to the cylinder block. Most briggs engines with primers are good starters unless there is something wrong.
