16.5 HP Briggs Stratton

I have a 2 cyl. verticle shaft Briggs Model 463707 Type 2238 E1 That responds very slowly if at all to the govenor.What is the procedure to fix this ? Buy a Kawasaki and scrap the Briggs? This engine has about 300 hours on it and is serviced every year.
 
like already been mentioned your are getting gas,what is it actually sound like,is it surging at mid range etc. does choke help. sure sound me like carb jet plugged. no way would i switch for kawasaki.
 
I have good gas supply. When I shove the throttle lever up there is no hesitation or loss of power but the motor will race when you shut off the deck or travel on level ground. I should be able to run this motor at half throttle and have the govenor kick in when i go up a hill but it won't. The steeper the hill the slower the motor runs.
 
Check all the springs and make sure they are in good shape. Also make sure all the linkage moves easy and does not bind up some place. If you had asked this yesterday I could have look at one I had here but the owner picked it up yesterday afternoon. As for that engine if you take care of it, it should last a good long time
 
Well, if it overspeeds when you take the load off, the governor is not doing its job. Like Old suggested, check the external linkage. if its o.k., not binding, and adjusted properly. (you should find the procedure online somewhere.) Then its probably a problem with the flyweight assembly inside the case.
