Cub Cadet 100 - New Owner with PTO Clutch Problems

I tried to engage the mower deck (PTO), and it did nothing as far as turning the deck. I got off the tractor and noticed that the pulley(?) on the flywheel that the deck belt attaches to engages and spins, BUT the belt that is attached to it doesn't move. What could be the problem here? I noticed that when tried to turn the pulleys on the mower deck by hand that it seems that it is all pretty stiff and tight; although the deck pulleys will rock back and forth about 1/4 to 1/2 inch with my hand movement.

Is there a specific procedure to adjust these things. I'm new to them, but my grandfather isn't which is here; but it is so hot out that he doesn't want to fool with it. I'd like to go ahead and try to fix it and learn myself. It sure would be nice to take my push mower out of service at my house and replace with my Cub Cadet! Also, how would I know if the clutch is simply just worn out? Is there a specific thread/guide on rebuilding the clutch assembly?

I wonder if the deck itself just needs a good greasing and getting going?

It sounds like you need to remove the belts and find which pulley or pulleys are frozen and do not turn.

I have only had a 100 for 5 days and don't know much about them. There has to be some spring loaded mechamism to tighten the belts, so be careful when you remove them.
