Hydraulic Cylinder Problem?

I just put power steering on my garden tractor, I replaced the steering wheel and steering box.
I put a hydraulic cylinder in place of the drag linkage, and i am planing on steering with a valve until i get a steering valve.
I got all of the hoses hooked up and everything looks right. When i pull the valve the cylinder does not move? i loosened the fittings on the cylinder and there is oil at both ends.
I also loosened the hoses on the valve and fluid leaked from all of the hoses.
I don't know why the cylinder doesn't move?
I am running out of ideas and i need to get this finished ASAP

First of all, you have not disclosed the source of power for this
cylinder.

Secondly, you have not provide a diagram showing how you have
things plumbed.

What brand and model of valve are you using to control the
cylinder?
 
Off topic but I need a flywheel adapter like that for K241. Wanting to replace a 16 Hp tecumseh with a K241. The adapter bolts to the flywheel.

The hydraulic pump on the hydrostatic transmission might only pump pressure one direction and slowly drain in the other direction.
 
I got everything figured out and working today, it turned out the cylinder was bad and wouldn't move? :( i could move the cylinder by hand, it wasn't stuck but there must be something wrong internally. I put on another cylinder that i had laying around, it now works great!
