replace clutch that has a short. to verify UNPLUG clutch and try turning it on if it doesn't stall with the clutch un-plugged it's the clutch, If it does stall it's a short on the wires to the clutch

BEFORE running out to buy a new clutch, I would examine the wiring from the PTO Switch to the PTO Connector. There is a possibility that this wire rubbed against something, wore the wire insulation off, and is grounding out. This would be a whole lot cheaper than a new clutch.

IF you have a VOM or DVM, you can check the PTO circuit to see if and where the short is to confirm.
 
Mine just started doing this exact thing. I just replaced the front seal, bu tnow have this problem of it blowing the main fuze when PTO is engaged. The cheapest PTO i could find is $283. Hope this is not needing replaced.
