JD160 engine surging

My 160 with kawasaki FB460 motor wants to surge when running at high rpm. I removed air filter and ran it....smooth, no surging. So, I got new filter and installed...now the rpm is surging again. If I loosen lid on air filter, rpm smooths out. Any ideas greatly appreciated.
 
Even though it would seem that you don't have a lean run condition, I would still suggest clean the carburetor. Kawasaki seems to jet their carburetors as lean as possible, at least on the late model stuff.

Pay particular attention to the vent for the float bowl, I think it is external on that carb and it may be plugged up.
 
cleaning the carburetor would be the next step but i had 1 doing same thing an ur going to think im nuts but on the air cleaner housing there is a slot that relieves air pressuse for the air cleaner
with age an heat the slot closes up a bit an the extra air psi in air box forses a lean condition creating the surge Its like its being turbo charged Open slot up a bit an it should correct it Note when u take air filter cover loose or remove it problem goes away because u relieved the pressure in the air box

Never occured to me that it was too much air. I drilled two 3/8 inch holes in bottom of plastic filter housing. Now runs with no surging. I can plug holes with my fingers while motor is running and surging returns. Thanks for info. Greatly appreciated.
