have a 16 hp twinn briggs apparently the starter is out on it I have jumped the soleniod (it clicks) also tried direct from bat to starter teminal starter barely moves ,question do you have to pull the flywheel to get the starter off or will the bolt under it clear and allow the starter to come out?
 
Before condeming/pulling starter,remove plugs,rotate flywheel in normal direction of rotation 8-10 times by hand,confirm eng not tight/seized or something broken inside,after that try to crank eng with plugs out,if starter cranks eng,check valve clearances,may need an adj & you're bucking acr,also check that float valve in carb not leaking flooding cyl's & hydrolocking pistons on compression stroke.
 
If after removing spark plug it will turn over, change the oil before doing anything else, then fix your gummed up carbureator. You can check the oil if it is over-full and smells like gasoline. That is your problem.
 
And, yes, the starter bolts will come out. By carefully turning the flywheel by hand, spark plug-s out, you can feel up under the wheel, until it revolves enough, by hand, to remove the two starter retaining bolts! Been there, done that! By Rusty Jones, the Mower Man
PS_ don't be quick to condemn the starter. there are other reasons for a no run condition, or poor starter operation. A dead battery, bad ground connection to frame, corroded internals in the ignition switch, blown fuse, or valve adjustment, especially if an ohv engine!
 
should have been more specific the motor is free have gas line shut off when I said the starter barely turns , it wont move enough to engage the flywheel. thanks rusty I just want to get it off.
 
Thanks rusty for the advise the starter did come off is fried and in the shop hopefully can be rebuilt a new one is expensive! kj
