I am Ready to Burn this FSM

Frustration is overcoming me here.
This Major came to my shop with a tired injection pump (Simms Pneumatic Govenor), it would not idle and ran poorly at high end.
I checked the fuel supply etc. before removing the injection pump and in my haste did not take note of timing marks prior to removal(yes, my bad).
The pump and injectors returned from the shop I have dealt with for years and I cannot make this thing start.
The number stamped on the engine above the injection pump reads 08B741?29.
I have had the pump timed at 19, 23, 26 BTDC with faint light smoke off the exhaust.Cranking speed is good, compression is 300psi+
I have noted that the timing adjustment is very close to the end of the slots, not sure if this is signifigant.
It did run poorly when it came but it did run! I have managed to make it worse. Any help would be appreciated.

In looking at the valve positions I am not certain they are making sense for what should be TDC #1 compression.
Is it possible to install the flywheel incorrectly and throw the timing marks off?

I check flywheel TDC by watching the # four exhaust valve, when it's about closed and the intake starts to open then engine should be at TDC, and # one will have just come up on the compression stroke. Since one and four are at TDC the same time then see if the flywheel TDC looks correct.

So I went back at it this afternoon. I turned the pump itself over till it was beginning to force fuel out of the #1 port. I brought the timing mark on the flywheel up to 23 degrees BTDC and removed the #1 injector and put a tie strap through the head to the top of the piston and rotated the engine in "normal" direction to find the piston going DOWN!
I brought the piston back to TDC as indicated by the tie strap and marked the crankshaft pulley at 12 o'clock then made a mark at 23 degrees and rotated the crank so this mark was in the 12 o'clock position. I reinstalled the injector, installed the pump and started the tractor. I am convinced that the flywheel has been installed incorrectly. No I am not pulling it apart to find out!

Very difficult to put the fly wheel on wrong as it mounts on two different sized dowels. Someone has fitted a new crank and replaced them in the wrong place.

It makes you curse when that happens. Tip to look for, when the marks show up in the timing window, check where the clamp bolt is that holds the pump drive to the engine drive shaft. Under the drive shaft = Number 1 TDC approaching. If it is above = TDC Number 4 approaching.

I found that when I rebuilt the engine on my Major that the dowels on the crank shaft where the same size and the flywheel could be installed 180 out. I'll bet that is what is wrong with that one.
