1962 Fordson Dexta lift issues

The lift on my Dexta is hard to adjust.....it will go up and down but won't let me keep it at a level I need....it keeps going down. When the tractor is parked and the lift raised, it stays raised....won't leak down which is good, I guess. Any ideas?

Do you have the draft control lever under the seat pointed down, or is it pointed forward? Down is for plowing where the top link controls the lift, forward for other
work.

Yes, it's pointed forward.
