Super Major Injection Pump

A fellow brought me a Super Major to correct a fuel problem. I am no expert on anything let alone a Simms injection pump, so here goes.
The tractor will start and run reasonably well as long as the throttle is positioned about 1/2 open or more. If you run it at idle it will die after 5-10 minutes of running.
I have verified that the fuel supply is good as it sound like it is starving but why not at higher RPM? The original fuel transfer pump has been changed to an electric version and it seems to move fuel.I have ran the tractor with the return line disconnected to be sure there is no restrictions and with the filler cap off with no change there either. Customer has changed the fuel filter several times.

I had a Super Major many years ago that had some little part on or about the injector pump (I think external and an easy fix). Tractor would run fine and all of a sudden it would kind of jump out of time; it would sound different and loose power. Got the part for about $25, the salvage yard guy knew what it needed and sent it UPS; neighbor -car mechanic- replaced the part for me. Again, many years ago and I forget what the part was called, but it was an easy fix. It was Charlie Burgh's tractor salvage yard in Pa.
