Dexta not starting

I have a 1964 Super Dexta that has always served me well brush hogging, snowplowing, etc. Went to start it and she tried to go but then died sounding like she was fuel starved. I dropped the fuel filter and it was full of water. It also appeared very dirty. I Cleaned it out, put it back on bled the system as I have done before and then tried starting but no go. I went on to discover no diesel coming out of the fuel pump to the front injector( pulled line at the fuel pump). I tried ether and she made absolutely no attempt to start. Was wondering if anyone has any advise. I love this tractor. Should it start and run even with no diesel to front cylinder. Are my cylinders filled with contaminated diesel not allowing her to kick over? She has plenty of cranking power. She has never had a working glow plug. She would need to be plugged in when it was below 40 but she always started. Is it timing. How do I check the timing?
Should I rinse the Simms fuel pump out with detergent automatic transmission fluid. I did rinse it with 15/45 motor oil. What should I be seeing for compression from each cylinder. Is a simple thumb test for compression good enough. Last time I used her I cut a field with high grass and took a video of her working from my seat if that would be of any help to anyone for hearing the engine at work. I need some advice. Thanks
