Simms Fuel Injector Pump on 1960 Fordson Super Major

My Fordson Super Major is not starting. I have a new filter housing, new fuel lines, and a new lift pump. I have fuel pressure to bleed screw on injector pump, but no fuel is getting to fuel injectors. I checked the injector timing, and it is ok.

Any suggestions?
 
If it's an inline Simms, there is a separate injector pump for each cylinder and all four pumps ride on a commion camshaft. Pull the access door off and make sure all four pumps are moving up and down. Also check the control rack and make sure it's not stuck.

Sometimes that cam box gets run dry (out of oil) and the injector plungers get stuck.

Took the cover off, and the governor rod was stuck, causing the first spring not to move. I cleaned it up a bit, sprayed it with some WD-40, and the tractor runs better than it has in a long time!
 

The only thing is that there was no oil in there, but moisture and rust. How do I keep it lubricated so it doesn't happen again?
 
I imagine that's about the same pump on my Ford 655A backhoe. When I bought it, the injector pump crankcase was dry except for a little rust colored fuel. I filled it with oil, changed it when I changed the engine oil. It worked for a couple years. It ran fine, but eventually started dumping its oil rather quickly into the engine crankcase. The local pump shop advised me that the seal had gone, probably because the bearing was shot. I took it to them, and sure enough, the front bearing fell apart upon disassembly.
 
I have 2 Supers . The Simms are both P4596 However they are different.
One has the oil drain plug and overflow plug [OFP], the other has not but has a plug underneath. The OFP would correspond to 2 and half inches below the centre of the inspection plate bolts.HTH
